What is the procedure for discharging strong painkillers?
Narcotic painkillers for severely ill patients should become more accessible. This is facilitated by amendments to the law, which came into force in July, as well as a new government decree of August 8.Strong painkillers can be obtained not only in the hospital, but also in the feldsher-midwife.
New changes will affect not only patients, but also the rules of the work of medical institutions with this group of drugs. Until now, patients could receive narcotic painkillers only in hospitals and pharmacies that have access to drug trafficking. There was also a very strict reporting procedure, so not all hospitals could obtain the necessary license. The situation is especially difficult in remote areas. As for pharmacies, not all institutions wanted to take such a burden of responsibility, as working with this group of drugs could turn into additional problems.
According to the new amendments, the process of issuing strong anesthetics to patients is simplified. Now the prescription for such a drug can be prescribed not only by the oncologist, but also by a therapist who observed the patient. This can also be done by a paramedic, provided that the patient lives in a locality where there is only a feldsher-midwife point. At the same time, feldsher-midwife stations and rural laboratories are given the right to store narcotics to provide patients if necessary( this will allow replacing the pharmacy on the ground).
Legislation now simplifies and the transport of drugs. Use for this purpose of special protection and special transport is not considered mandatory.
There is an innovation that applies to the recording of strong painkillers. In particular, we are talking about the storage of special magazines designed to account for these drugs. The terms of their storage are reduced, which is intended to facilitate the work of the personnel of medical institutions.
There are also changes regarding the validity of the prescription written. Now this period will be 15 days. This will make it more accessible to receive narcotic painkillers for patients living in remote areas.
Another innovation is the cancellation of the mandatory presentation of used ampoules to obtain the next batch of drugs. Such an order( in effect until recently) created some interruptions in the treatment of seriously ill patients.
But the above new rules are not always implemented locally. To carry out the control, special inspections of medical institutions are carried out, which should reveal the availability of highly effective analgesics for seriously ill patients.
