    The Ministry of Health of the Russian Federation is busy with the development of a new bill aimed at tightening control over the circulation of medicines. It is also proposed from 2017 to introduce marking on the packaging of medicinal products with special chips. According to the Minister of Health of the Russian Federation, this will help in more effective tracking of counterfeit goods.

    According to the new bill, labeling on the packaging of medicines should become mandatory. The presence of a special chip will allow the consumer to track the path of the drug, from its production and to getting into the pharmacy network. Also, the new law proposes to introduce administrative responsibility in the event that the medicinal product falls into circulation without the presence of special labeling.

    The introduction of the new law is proposed to be implemented in stages. At the initial stage, it is planned to make mandatory the protection with the help of chips of only the best-selling and high-cost drugs. It is assumed that part of the law governing the treatment of this group of drugs will come into force as early as January 1, 2017.The next step is to tighten the circulation of all vital and important medicines. And lastly, it is planned to track all other drugs.

    At the same time, there is no legally defined type of labeling, which should be followed. Therefore, some choice is proposed, the boundaries of which will be fixed by the relevant government regulations. Two variants of marking are proposed, one of which is a two-dimensional barcode. Its cost is minimal, but the reliability of such marking is also not high, especially in comparison with the radio frequency chip.

    With the help of a two-dimensional bar code it will not be possible to check the number and series of the drug from the phone. At the same time, the cost of the product itself will increase slightly with its use. Such marking is planned to be introduced for medicines presented in the lower price segment.

    For more expensive drugs, it is planned to use a radio frequency tag. Its presence will allow to check the conformity of the series to this drug right at the checkout counter during the purchase of the drug. The introduction of such a labeling will lead to a certain increase in the cost of the drug. According Skvortsova, this will slightly change the final price of the drug - it is assumed that its cost will increase by no more than eight rubles per package. It is planned that the radio frequency label will be applied to drugs, the cost of which starts from 500 rubles per package.

    The main goal of the bill being developed is the desire to make the drug circulation system more transparent and to remove falsification and counterfeiting from it.
