Organization of medical care for rural population
For the qualitative provision of medical care, it is necessary to ensure the continuity of the medical-diagnostic process at all stages of treatment. Here, the clear division of functions at each stage of medical care becomes important. The paramedic is the direct executor of medical appointments, should possess the simplest methods of resuscitation at the prehospital stage, provide emergency medical care for acute illnesses and accidents. Feldshers work in the ambulance service, in clinical diagnostic laboratories and in the feldsher-midwife, where they provide medical care to the rural population.
The peculiarities of the living and working conditions of the rural population, expressed in the dispersity of settlements, the differences in the forms of organization of agricultural production, the diversity of types of agricultural work( agriculture, livestock, poultry, etc.), the large front of these works, their seasonality, etc.,all medical care in the rural area.
Feldsher-Obstetric Point( FAP) is a primary pre-hospital medical facility that provides medical and sanitary assistance to the rural population. The medical staff of the FAP implements a set of therapeutic, preventive and sanitary-anti-epidemic measures on the territory assigned to it, renders the patient first aid on an out-patient basis and at home. Medical assistance to patients is rendered within the limits of their competence and by the rights of paramedics and midwives under the guidance of a district doctor.
The main tasks of the FAP in accordance with the "Provision on the feldsher-midwife point", approved by the Ministry of Health of Russia, are:
• provision of pre-medical medical care to the population;
• timely and full implementation of doctor's appointments;
• organization of the patronage of children and pregnant women, systematic observation of the health of disabled people of the Great Patriotic War and leading experts in agriculture( livestock breeders, machine operators, etc.);
• conducting a complex of preventive, anti-epidemic and sanitary-hygienic measures under the guidance of the doctor aimed at reducing morbidity, especially infectious and parasitic, agricultural and domestic injuries;
• implementation of measures to reduce mortality, including child and maternal;
• participation in the current sanitary supervision of institutions for children and adolescents, communal, food, industrial and other facilities, water supply and sanitation of settlements;
• carrying out house-to-house detours on epidemic indications to identify infectious diseases, infectious patients and contact persons for suspicion;notification of the territorial SES in the prescribed manner on infectious, parasitic and occupational diseases, poisoning of the population and identified violations of sanitary and hygienic requirements.
