Cells of other organs strongly depend on the properties of insulin, so the pancreas continues to produce it under dehydration conditions, although now it requires the presence of other chemicals.
Thus, non-insulin-dependent diabetes occurs in conditions of dehydration of the body, when all efforts of the pancreas are aimed at providing the digestive process. So the pancreas adapts to chronic water scarcity.
