Put a cloth on the front side of the cardboard, curl the allowances and stitch it from the inside, but if the edge of the kokoshnik is of complex shape, then the allowances do not need to be done, you can simply glue the fabric with glue.
Do the same on the outside.
Decorate to your taste the front side.
